The following issues and bills are among the
most active ones PPA is monitoring and engaged
in actively during this session.

bills. Some of these issues

Pharmacy Technicians, and wholesaler
registration/pedigree.

The first group of
bills are ones for which some movement or a
hearing has occurred or are considered high
priority for PPA.
Scope of Practice
PPA is pushing to see that
pharmacy scope of practice is expanded to allow
collaborative drug therapy management outside of
the institutional setting. Unfortunately,
this bill has been combined with other, not so
favorable, issues. PPA is cautiously
supporting this version of the bill but still
has concerns over the other aspects in the bill.
Numerous hearings have been held on this bill
and PPA has provided testimony at every hearing
and been involved in negotiations on this bill.
Pharmacy Audit
Integrity
PPA is pursuing legislation which
would require that private and government payors
be required to follow uniform and fair standards
when conducting pharmacy audits. PPA
supports this legislation! PPA worked with
legislative staff to establish a hearing on this
bill, which went very well.
The following are some additional bills which
PPA is closely monitoring.
One Pennsylvania
This bill would consolidate
Pennsylvania's pharmacy programs under one
agency which would simplify and clarify the
administrative provisions of these programs.
Generic Substitution
of Specific Drug Classes
This bill only further
complicates current generic substitution law
because its provisions are currently covered.
PPA opposes this bill.
Prohibition Against Mandatory Mail-Order
PPA
continues to push for this bill which would stop
insurers and PBMs from requiring patients to use
mail order pharmacies or provide incentives
which force them to do so.
