During the House Health Committee hearing on HB 2270, to create a single Medicaid Pharmacy Benefit Administrator (PBA) on Wednesday, June 10, 2026, PPA was pleased to have had the opportunity to have our position and the experience of pharmacy owners on the record.
PPA pharmacist members Scott Newton of Gaughn’s Drug Store and Ron McDermott of Hometown Pharmacy spoke to the administrative burdens and low, inconsistent payments received through the PA Medicaid managed care program. Also testifying was Rick Seipp, President, Value Drug Company.
McDermott compared the his unique experience of Hometown Pharmacies in Ohio serving Medicaid patients to those in PA, noting that the experience and reimbursements have vastly improved in Ohio since the state implemented a single PBA program.
PPA looks forward to correcting the record on issues raised by DHS and welcomes the opportunity to discuss how we move forward on this Bill, or find ways to right-size the current model to preserve Medicaid patient access to pharmacy services and ensure transparency on the pharmacy benefit management drug pricing and payment process.
